This 90-minute presentation provides a comparison between two significant studies that have been conducted into the pre-attack behaviors of active shooters. The "Safe School Initiative” resulted from a study conducted by the U.S. Secret Service and the U.S. Department of Education in 2004 and focused exclusively on school shootings in the U.S. In 2018 the FBI published “A Study of the Pre-Attack Behaviors of Active Shooters in the United States”.

It expands the focus of the Secret Service study beyond school shootings to include all active shootings. The session will review findings common to both studies. Participants will learn about key terms such as “stressors” and “grievances” and how they contribute to the mindset of someone who sees violence as a viable means of resolving a conflict. Participants will also discuss how to incorporate the findings of these reports into the preparedness efforts at their own schools.
