GARRET L. RAIN
Garret Rain retired as a Captain from the Pennsylvania State Police (PSP) after 27 years of service. He led the PSP Domestic Security Division (DSD) where he was responsible for the administration of the Risk and Vulnerability Assessment Team (RVAT) that conducted detailed physical site security assessments of schools throughout Pennsylvania. Rain lead the RVAT in publishing the 2015, K-12 School Safety Report that detailed common vulnerabilities identified from over 300 RVAT school safety assessments.
In 2014, he commanded all Incident Management Team (IMT) efforts in the extensive manhunt to capture Eric Frein, who had shot two State Troopers, killing one and severely wounding the other. He was a member of the project team that provided safety training services to schools throughout Pennsylvania through a grant from the U.S. Department of Education.
He is a 2009 graduate of the FBI National Academy in Quantico, Virginia, and holds a Masters of Theological Studies degree from Bakke Graduate University in Seattle, Washington. As a private consultant, he currently provides safety planning and preparedness services including training, site assessments and plan reviews.
